93 electrical gremlins

Trying to help a friend with a 93 Silhouette. Power locks and window switches don't work. Hasn't sense they bought it. Fuses check out and power to the switches. But when you try to lower or raise them, the volts read only 3.11 (shouldn't it be more like 8 to 12?)

To make things worse the A/C just stopped. Full charged, 134A, fuses are good, compressor turns freely. It was running fine, stopped, worked one last time a few hours later, and has not worked sense.
