Starter Won't Engage Flywheel

Ok, my 98 Sunfire convertible will not engage the flywheel. It seems to start to but then disengages almost immediately. There are no missing or worn teeth on the flywheel or on the starter. I have had the starter off and tested twice and it tested fine. I have read other threads that said something about the torque converter. Please help.
