Power windows still roll down with ignition off?

My power windows still have power to them even after switching the ignition to the Lock position and removing the key. I don't think this is normal that the windows still have power to them, but the Rodeo is an electrically unique car. No other accessories have power when the car is off except the power windows. If anyone has seen this type of thing before or knows of a remedy, please don't hesitate to share. Thanks.

Possible short to lights (head, parking) [always have power applied]
Note: doorlights or entry lights are connected to security system.
OR
2. someone rewired the fuse connection to a power-on always fuse.

I would look at number 2 first - had a friend that preferred the windows and radio worked with key removed.
