The car makes a humming noise about 25 mph. If I brake heavily it gets louder, but if I turn slightly to the right the noise disappears momentarily but then quickly returns! I thought maybe a transmission problem, but the more I troubleshoot I think its a front right hub!!
Any suggestions on a step by step replacement of the hub?

Welcome to A,F sounds like it or a scalloped tire. Autpoone.com, repair guides has the procedure, it is basically the same for the 98 Monte.

Hopefully Max is right for you and just a tire.
When my right hub bearing went it didn't do as yours. Mine would hum low from 30 to really loud to about 60. Cant remember this part, but one way I turned, really loud and turn other way quit. During breaking the hum just went down in sound as speed slowed.
I dont remember step by step, but can be done at home from start to finish in a hour or less.
