1995 c1500 truck lowbeams won't work. Fuses good, bulbs check good, highbeams work fine.

Are they getting 12 volts to them and good ground.
If they will not work how did you check them for being good?

Jumper wires with very small clips on that end? :dunno:
If they are the single headlights (I think they had 2- and 4- bulb options), they still have seperate fillaments for high and low, so just one can be burnt out. Don't assume that since light comes out of the front that they are good.

Which front end do you have? The Silverado front end, or the W/T front end? That being said, does it have Daytime Running Lights? If so, does the module click when you turn the headlights on and off? I'm not really sure of the wiring, as I haven't experienced any troubles with my headlights, but you may check to see if there is a relay. Also check all plugs at the lights, check the plug at the dimmer on the column too. Good luck that's one of those things that make you say, hmmmmm.
