2000 Civic sohc engine noise

I have a 2000 civic DX with a noisy engine. I just had the Timing belt/Waterpump/Tensioner replaced. But the noise is still there. I have removed all drive belts and the noise still prevails. Are these engines normally noisy? It sounds like a slight howling noise and is more prevalent when the engine is warm but at low acceleration only. Winding it out it sounds fine. Again I removed all belts and the noise was still there. This is my first Honda so please any help is appreciated.

It could be possible the timing belt has a slight rub on the timing belt cover. Maybe the timing belt is over tensioned...
However, all things aside, we will not really be able to tell you what it is, just things to check.

I took off all the drivebelts and ran the car and got the same noise. It is definately coming from under the cover. What tests should be done next? How can I tell if the tensioner is too tight and what could happen if it is? The drive belts were pretty tight so I am leaning that they also torqued the TB tensioner as well.

I doubt if the tensioner is to tight, it's spring loaded and non adjustable,
you just turn the engine by hand to put all the slack on the tensioner
side then release the tensioner by loosening the mtg bolt and the tensioner
springs out against the belt, then retighten the bolt.
You can't overtighten it that way.
I bet your noise is either the tensioner itself, or a water pump.
You'll have to tear it down either way.
Make sure the covers are in place too, I've seen them installed wrong
and the belt rubbing on them. I saw one melted from rubbing.
Remove the timing belt and spin the tensioner pulley by hand and see
if it's smooth or makes any noise. I'll bet that's it.
But no way of knowing without getting in there and checking.
