99 Honda civic ex coil spring question

My daughter lowered her car a couple of years ago and wants to bring it back to stock height. The coil springs on there now are painted blue so I am guessing they changed the stock coil springs. I am not absolutely sure. What is the easiest and cheapest way to do this?
