If this is about a private street in an HOA type neighborhhod, there is little to nothing that can be done other than, 1 Move - not everyone's favorite choice. 2 Take over or replace the HOA trustees and change the rules. 3 Lobby the HOA to change the rules.
The boot things are kinda funny. I had never seen one before until I was in London. They must not have many tow trucks.
I would also think about the ramifications of encouraging a court to take away the right of HOA communties to govern and order themselves as they see fit. They grew out of a desire for pepole to live in places where the residents could determine what is and isn't acceptable.
It is kind of like buying into a condo, but you have a house instead.

I would like to see a development dedicated to motorheads. How about mandated oversized garages, a lift could be req or opt. Large paved or concrete areas to the side for parking. Few limitations on working on cars, car noise or number of vehicles. Maybe a short (1/8th mile maybe) track for test/tune as a common area feature. Anything else?

No. The HOA didn't make the rules, they hired an outside contractor to do it and got a signed contract from the company...NOW the manager of the company is charging more than contract stipulated, dosen't follow their own procedure and just boots every car in sight....
Read the whole thing. They even booted the truck of a construction owner that may or may not be CONNECTED...NOT smart.

Either way, It would seem to me that the HOA trustees should be able to reign in these clowns. They gave them the contract. If they gave themselves no way out of it or no oversight authority, they are idiots. I cannot get to the carlounge forum that describes it all. They could also tell the boot guys that if they do not follow the contract rules the contract will not be renewed. This all assumes the HOA trustees are unhappy with this situation, they may not be.

Looks like he has a court date, and a gag order. Also, he has all of his cars listed on Craigslist, so methinks that APS is coming down on him HARD. Looking at the Maricopa county website, it sounds like they have a history of doing this, and unfortunately, i think Dollyman is going to take a serious financial and legal hurt from this.

So you cut the boot off and sell it for scrap, sell the car... what can they trace the boot??? I'd tell them to come and get the car, and when they showed up I'd let my dog have at them.. or have another company boot their vehicle.

AND HOA's should be banned. The do nothing that the local municipalities don't do already. Usually the just place tight restrictions on what you can do to the exterior of your home... which is fine if you have Townhomes, but where there's detached single family homes involved too, there is alot of room for someone to be taken advantage of.
Keep watching the news... I'm about ready to bludgeon my HOA's president with his own bloody stump of an arm here in the next few weeks. Actually the whole board.

Reading about dolly man makes me want to try to get some boots off cars. I think I wouldnt say anything, just wait for a notice that says "wheres our boot?" and be like "I never had a boot on my vehicle, unless SOMEONE stole it to scrap it out...."

I did the same thing with parking tickets in college. Drive around, park back in the same spot, put ticket back under wiper.....
