1995 Neon 2.0 SOHC mild mods with problems

So here is the issue, I got this car a couple weeks ago and I was told it needed a TPS and a MAP, when I would start the car it would run at high rpms and wouldnt come down no matter how long I waited,but it ran smooth just high rpms.
The other day I got another throttle body with the MAP and TPS in place,when I put it on the car and started it, it ran rough but at low rpms, I started around the block and I didnt make it very far and this thing was running rough, oil light came on and white smoke from the exaust.
It has the cold air intake, cat back and some other K&n looking element on the pcv.
I find it weird, maybe the throttle body with the TPS and MAP was bad or maybe I screwed it up when I was cleaning it.
What do you guys think?

Doubt it is the mods, I have a '98 DOHC with MTX, a CAI, K&N filter on the clean air PCV port on valve cover, MOPAR performance PCM, Modern Performance UDP, and no start or run issues

What does the white smoke smell like?

White smoke in warm temperatures is not a good sign (water vapor) and generally means a blown head gasket.

The smoke smells like it is running rich to me.
I also had another thing, I started the car and had my dad spray cleaner in the throttle body while I was on the gas a bit and it will only accelerate to a point then it goes flat, its like it has a governor but at low rpm.
I should just sell it, it isnt like I need another car.
