Noisy Steering Wheel Help

Hi, I just bought a 76 MGB. When turning the steering wheel it is very noisy. The steering wheel itself seems noisy not the transmission suspension etc. The sound is almost like jiggleing a cup full of pencils. Any advice would be much appreciated. Thanks.
