My "blower" on either the heater or a/c only works when it is turned to "4" the highest number...

any ideas on how to fix??? Would this be a blower motor???

Hi, and welcome to the forum. When the blower motor works on the highest speed setting but doesn't work on the three lower settings, that indicates that the resistor pack is faulty and should be replaced. The resistors dissipate a lot of heat, so it's common for them to go faulty on any vehicle which uses this arrangement, and certainly it's a common failure point on Fords.

I'm not familiar with your vehicle so I can't help you with the location but it sits, electrically speaking, between the blower motor and the speed selector switch, so follow the wiring from either of those and it will lead you to it. Sometimes the resistor pack is attached to the blower motor housing. It should have four wires connected to it, and I think on your vehicle they should be: black/blue, black/blue, black/yellow, black/white, and the part you need is the 'blower motor resistor pack'.

Edit: It does indeed appear to be attached to the blower motor housing - item # 7 on these diagrams:
