I am trying to find a short. Some history: son was driving and RPM shot up for a second, then down very low then back to normal. All seem fine for about 10 minutes then car died (while driving). Will not restart. Upon inspection, found EEC High current fuse blown. Replaced it and blew again when ignition in on position. Connect a DVM across fuse block and reads 9.47 V without ignition key.
Can't find any of the relays that the manual says should be there; ie, fuel pump relay, pcm relay ect. Have disconnected every module and connector on top and around engine compartment and it does not change the volt reading.
Any ideas? Where are these relays?

Thanks in advance.
Dawn
