95 YJ Clutch

I've noticed lately that I need to pump my clutch a few times to build up hydraulic pressure. I will actually lose about half of my clutch travel. It seems worse when holding the clutch in while in traffic. I'm wondering if it is the clutch cylinder in the transmission or the master cylinder. Any thoughts?
