power steering trouble

i have a 95 chevy berretta 2.2 , steers great when you are driving but when you slow down like at in intersection or stopped at idle theres no power steering its all toped up with p/s fluid could it be possible the p/s pump is getting weak or should i look for somthing else that could be wrong?
