2002 Monte Carlo issues

I have a 2002 Monte Carlo SS with 98,000 miles and I'm having a few issues with it.
First, my daytime running lights aren't working and my dome light doesn't come on when I open the door. If I turn the switch the dome light works just fine. I took it to the Chevy dealership and they said it is a BCM problem and want $400 to fix it.
Next, this past winter I was driving down the road and I heard a pinging noise, almost like I had run over a rock and it hit something under my car. Shortly after that, my gas guage quit working. When I accelerate, it goes towards full, when I slow down it starts going towards empty and sometimes it just goes where it wants to go. When I'm driving at a constant speed, I usually have a general idea of how much gas I have and have been relying on my trip odometer to know when I need to get gas, does anyone have any ideas on this? I took it to the Chevy dealership again and they said it could be a sending unit or I might need to replace the dash gauge, either way they said it'd be around $300.
My A/C doesn't work worth crap, the passenger side is cold, and the drivers side is luke warm, I saw a thread about this on here before and it said to recharge A/C even if it said it was full, I did that and it works for about a week and then it is back to the same way it was before. Now when I have it on, something under the hood is making kind of a whining noise. Is this the A/C pump?
When I am at a stop and start going, and before I get totally up to speed, there is a ticking noise coming from somewhere under the hood it sounds like, if I let off the gas it goes away, if I push the gas pedal harder, it stops. It is really annoying, does anyone have any advice on what this would be? It doesn't happen all the time, and this past winter I didn't notice it at all, but now that it is warming up, I'm hearing it again.
