Wippers stuck in Up postion

Hello,
I have not posted here in a while but i need some help , so i am back.
I know i am an abuser, LOL. anyways I have a 99 neon, that the wippers are getting stuck in the up position, but i am able to move them down with just a slight push of the drivers side wipper. I am assuming that it is either a bump stop that fell off, or the wipper motor will need to be replaced. if some one knows what the resolution to this is i would apreciate the advice.
I also need to replace the drivers side fog light what bulb should i buy.

Sounds like the wiper motor may be going out on you.
The fog light bulb is GE881.
The fog light bulb is GE881.
