It looks like it may be part of you shift lock.
Anything not working in the shift lock system or cruise control or transmission lock up or brake lights?
Why were you under the dash.

Looks like a GM part no on it.
Have dealer run the no and see what it is called.

It looks like the electric BTSI actuator.
Does the gear shift inter lock work?
Does shift lever lock up in park and you have to step on brake to get it in gear?
Can you hear a solenoid work or plug the part back up and does it trip the solenoid hanging down when stepping on brake?

Good we know what it is,
Now the hard part.
Gettig it put back on.
Look up under there and see if it will fit back up someplace.
May be something broke off that caused it to drop down.
Good luck
