99 Century hard to start

I have a 99 Buick Century that turns over for 5-10 seconds before starting. I have changed plugs, wires and fuel filter. The fuel pressure is 44 lbs when switch is turned on and pump is running. When pump stops running pressure drops to 40 then slowly drops from there. Also when the cap on the rail was taken off to check pressure it was wet with fuel. Where should I start? fuel pressure regulator? Fuel Pump? or something else?

if ur talking about fuel press regulator being wet or vacuum line then reg is bad

The regulator was not wet. The inside of the cap on the end of fuel rail where pressure is checked was wet.

That fitting shouldn't be wet except for right after you check fuel pressure. If it is wet, it is leaking and could be the source of the pressure bleed-off causing the initial long crank time.

I changed the fuel pressure regulator. Checked pressure valve again not leaking. Pressure drops 2 lbs per minute after switch is turned off.

Switch on pump running 44 lbs
pump off 40 lbs
car running 38 lbs

What next?

Your fuel pressure readings are a little on the low side. Try priming the fuel pump by turning the key on for 3-4 seconds then back off a few times without attempting to start. Then try to start. If it starts right up then, you have a fuel pump going bad.

I changed the fuel pump. No change in starting. Once the car is started I can shut it off and it will start just fine its after it sits for a while that it is hard to start.

Could it be the injectors?

Negative. Not applicable to the 3100 VIN "M" engine. The oil pressure sending unit is just a sending unit and not a combination switch that affects starting nor provides alternate power to the fuel pump.

Leaking injector(s) is possible but you'll need to run a leak down test.

This car is one of my wife's mail cars after she drove it saturday she said she smelled gas all day. I search for front to back looking for a leak. I finally decided it was coming from the fuel pump. I took it out reinstalled with some sealant on the o ring. Problem solved!
