starter?

I have a 1995 intrepid 3.3 which just recently started acting weird. I turn the ignition on to start it and it just clicks (click click click etc) for about 30 seconds, then it will start to turn over, slowly at first then increases speed until, after a minute or so it will start. I can turn it off and restart with out a problem but if I leave it for a couple of hours it does the same thing. Battery is fully charged and tests ok. I'm thinking it might be the starter? Does anyone have any ideas? thanks
