Radiator Drain?

I've got a 99 Sebring Convertable 2.5l. I'm trying to drain the radiator. I've found a plastic plug with a flat edge I think is the drain plug. It turns half a turn but I can't pull it out. Can anyone give me a clue on how to remove it? Thanks much.
