Possibly the O2 sensor is bad and causing the rich condition, could be the fuel pump relay or the fuel pressure regulator. I suggest you start with the fuel pressure regulator as it would account for why there is no fuel at the rail. The other potential issue is the ECM which is not working correctly. Start with the cheaper repairs and work your way up from there.

could it possibly be the crank sensor is bad and not sending a signal to the fuel pump to keep running??? the crank sensor is a pattern failure on high mileage 3.8 v-6 gm engines right what are the symptoms when it starts to go bad does it sound like what i have or is it a relay???

Is this car a 3.1 or 3.8? Does the fuel pump quit when the car warms up, or is it still running when it won't start? Do you have a check engine light and if so, have you pulled the codes? Since the car will run on starting fluid, I would say the CKPS is fine. Your problem is a fuel related issue, and could be the ECM dropping the fuel injector pulse. The ECM's are mounted under the hood on these cars, and are prone to moisture intrusion and salt damage, especially OEM service #1227727. Get your hands on a noid light and see if you're losing injector pulse signal when the car won't run.
