my car has a single wire , have old one with wire ripped out, took the metal crimped thing off, can the wire touch the center metal tube or not?

Its a bad idea to crimp the o2 to the shielding of the wire. That part is grounded to the chassis so youd essentially be shorting out the o2 sensor and it wouldnt work at all.

WTF is the rest of that? your o2 sensor? If it is then no it cannot touch. The entire casing of you o2 is attached to the exhaust, which it uses as a ground. The o2 puts out a positive voltage to the ecu of between 0 and 1 volt. If that thing touches itll just run straight to ground and not only never show the ecu voltage..itll just burn up the o2.

Actually, that area that he's pointing to is part of the sensor that's isolated... it's where the wire gets crimped to inside the sensor. After it's crimped, there is a black plastic housing that goes around the wire to isolate it from touching the outer housing of the O2, to prevent what Frodo was talking about.
For the trouble, it's not even worth it to bother though... just get a new O2 sensor from a junkyard, they'll probably tell you not to worry about paying for it.

well, i soldered on a new wire to the 1/8" strands of the old wire that was pulled out, pull the sensor in my car , and it worked , or at least it not pulling the code anymore, and i double checked it with a multi meter and it is isolated from the rest of the sensor. i could see were it was crimped but i was not sure if the insulation on the wire went down in further than that point.
Another Question--- would a low battery make the ecu put code 16(fuel injector) when starting the engine? if not what is the usual problems associated with the code? thanks

faulty connection or faulty injector are usually the only reasons that will show.
