2000 Passport AC/Heat Faulty Controls

I have a 2000 Honda Passport EX, 3.2 v6. The fan of the Heating/AC controls does not work on positions 1, 2 and 3. However, it works for the position 4 only (the high position). Any ideas what causes it? What would be the most affortable fix?
