Adjust parking brake

Few weeks ago I had my brakes done.I told them to please tighten my parking brake because when I set it, it goes all the way to the floor and really doesnt do it's job.

Is this something I can do myself or should I just take it back and tell them they need to adjust it.Normally I should only have to press it about 1/4 - 1/2 way and it's nice and tight and my car will go nowhere.As it is now if I were to leave it in neutral and apply the parking brake my car would roll away!

Get out the pentrating oil....

Per the factory service manual for adjusting the parking brake cable:
Make sure parking brake control (2780) is fully released.

2. Raise vehicle.

3. Using Rotunda Cable Tension Gauge 303-F064 (014-R1056) or equivalent, tighten adjusting nut against rear parking brake cable adjuster (2K390), until cable tension (with control released) is 15.8-20.8 Kg (34-46 lbs).

4. Stroke parking brake control fully and release.

5. Verify cable tension is still within specification and there is no drag on rear brakes.

6. Lower vehicle and check operation of parking brake.

Give them a call and tell them about your situation and what you asked them to do and tell them you don't think that it's right, and you thought as part of the job you paid them to do, they would have adjusted it properly. Careful though, that your bill reflects that the service was ordered, completed and billed for, if for anything, as it might be considered part of the brake service, but I kind of doubt it if it is involved. You don't want to claim they didn't do something you paid them to do when you didn't, that would get things off on the wrong foot if they would do it to be nice.

Shorod might be right about needing some penetrating oil as you may possibly have a binding brake cable being stuck in its sheath due to rust or other condition that won't allow it to return since you describe it not doing anything and I'm assuming you are not feeling any resistance pushing down on it. Hopefully it isn't stuck but just stretched, but if the cable gets stuck it could have also unhooked itself leaving you with one or both sides with no brakes. You want to be sure the cable at both wheels and in all of its sheaths are able to move freely so that the brakes don't drag. Hopefully, you don't have that condition now and you just need a simple cable adjustment.
