Problems with safety belts - 99 Tahoe

Hi!
To the point.
My front seatbelts are not working (restraining) at all no matter how quick I pull.
Back seatbelts are only working if I pull them out all the way and then click it into the lock.
Is this normal (for the backseat) or should I replace them aswell?

The inertia of the deceleration is sensed in the seat belt housing (where the belt spool is located). The locking action is not from the occupant sliding forward, pulling the belt, but from the vehicle decelerating rapidly. I hope I made sense.

So you're saying this if fully normal and the only way I can test my seatbelts is to hit break aggresively?
