brake applying itself on incline & trunk won't close

we inherited a 1992 lincoln continental from my MIL since she can no longer drive. it was doing ok until lately. first the trunk won't close itself anymore and is permanently popped up (but latched), now the wipers freeze in the middle of the windshield when you turn them off. lastly now the brakes seem to be applying themselves when we go up an incline. it took us a bit to figure out why we couldn't go faster than 30 mph but it was the car deciding to slow itself down. if we pull up on the brake pedal, we resume normal function. is this something that's inexpensive to fix or is the car starting to fall apart anyway and we should just get rid of it? we are not mechanically-inclined. it's been really nice having a second car but we're not going to fork over a lot of money, especially since blue book said it's worth $2000. thank you!
