driving with tail lights stuck on

Could anyone tell me what is causing my tail lights to stay on while the parking lights are on. It looks like I am driving with my brake lights stuck on at night. I've replaced the center relay on the floor and checked all the ground wires. Somewhere it's back feeding. I have also changed all the bulbs. This is on a 96 Rodeo. Thanks for any help.
