I'm guessing this is a bad coolant hose. There's one that spans the block directly under the Intake Manifold. When it leaks it pours through drain holes near the back of the block.
Replacing that coolant hose with the manifold in place is possible, but not easy.
Have a GOOD look under the manifold for coolant before you you go any further on this one.

I just had a thought.. out here in California we don't see these things, but over there where you are you might have a Block Heater installed, it was a factory option in 1994. Some of your 1994 is the same as my 1996, >> here (http://www24.brinkster.com/sdhartney/linc/enginecomp.htm) << .
The Block Heater is on a 110V cord, it attaches to the block in a freeze (core) plug hole.
It looks like this, on the passenger side.

I had a freeze plug go bad behind the motor, and dropped Transmission
for repair.I also replaced that tube going through the Inake,Intake gasket,
water pump,Stat,and hoses.
Yep! I could almost see a BLK HTR going bad.
I miss sck38!, I wounder if he ever got his water problem resolved?
Good Job Towncar!
