95 Dodge Neon Concerns

We have a 1995 Dodge Neon Sedan 2.0 SOHC. I have some concerns beings that Im the one that works on it.
1. After a trip of about say 20 to 30 miles minimum I can hear a high pitch ringing or squeal comming from the ECM area. Upon closer audible inspection I believe it IS comming from the ECM. What is causing that and how can this be rectified?:confused:
2. What problem can occur, other than the battery light on, because there is no battery sensor? I ask this because I read here that any or certain sensors can cause the car to go into "LIMP" mode, not 100% sure what that means except that if that is case this car has needed Viagra from the day we bought it.:shakehead
3. I recently removed the air filter housing and replaced it with a warm air intake(supposed to have been cold but doesnt fit that way) also to join in the battle of gas prices I added a fuel line magnet called a fuel saver on the fuel line under the hood. HOWEVEEEERRRR, I am definitly not seeing any results that are good if any. Im told to adjust the idle speed when making these modifications...how do I adjust this and what would yall recomend to increase our gas mileage?:banghead:
4. I think I know whats up here but to be sure. I replaced the extremly worn out front brake pads. The old ones were unevenly worn out. Now with the new ones on when I brake it feels like its pulsating. As if the rotors are off balance or uneven, even though I could see no visable damage of the sort when I changed the pads, any suggestions?:runaround:
5. Also I dont suppose putting a Speedometer Head in w/ tach would work in our neon would it, it had the normal Head when bought it and it was w/out tach. But this question is not as important as the others.:screwy:

1)Thats a typical noise and nothing to worry about. The noise comes from the PCM testing the O2 heater operation, but only when certain parameters are met.
2)There is a battery sensor on the bottom of the battery tray. That would throw a CEL code though, possibly. Your battery light being on would be a symptom of your alternator possibly.
3)I don't know what "fuel magnet" you are talking about, but the best thing for gas mileage is skinnier tires. Keep fresh spark plugs in there (stock Champion copper plugs are best), PCV valve, air filter and so on.
4)Have the rotors checked and turned.
5)Tach clsuters for the neons are plug and play. Find one from any 95-99 neon and just swap it right in. You can change out the odometer on the clusters as well to keep your mileage correct.
