just look at the socket and wiring for each marker and tail light look for a spot where it has rubbed thru to bare wire and is touching bare metal causing it to short. you may have to follow the wires from back or front to where it goes into passenger compartment .

oh crap........ me bad . Got crossed up thinking it was gauge/dash lights ...sorry. looking at to many posts with too little sleep. Anyway same idea you will have to find out what all is on that circuit and trace wires and eliminate each part of circuit till you find the short . Sorry for the mislead.

I had the same thing happen on my 85 IROC years ago. It turned out that the EGR solenoid connector had an internal short and was blowing the fuse for the gauges. The solenoid is on the same circuit as the gauges.

any other theories?
im not exactly sure how to check every wire for shorts.
do i check the resistance of the wire from start to the end?

do you have a wiring diagram for your car?

Since it may be shorted in the connector the easiest way would be to disconnect it, then get an ohm meter (digital) and a couple straight pins. Pierce each wire with a pin then using alligator clips hook the meter leads to the pins and see if you are reading 0 ohms or very close to it. If you are, follow the wires down behind the engine and see if they are pinched or chaffed through. If they aren't, try puting a fuse in and turn the key on. If the fuse doesn't blow pull one of the pins out of the connector (use a small jewlers screwdriver to release the lock tab on the pin) If it looks burned at all, mark where the pins go and remove the other one and see if you can figure out why it shorted. If you can't, you'll need to replace the connector.

is there anything else that you are aware of that does not work when this fuse blows or does every electrical thing work? Check the solenoid connection to which Morley pointed out.

well i dont currently drive the car as it isnt insured and has no plates.
it is parked most of the time.
last time i ran it, i put a new fuse in and the guages worked.
now that the fuse blew, none of the guages work.
i will check to see if anything else doesnt work.
