Axle Bumper Stops

I have a 95 TJ and I recently noticed that by axle bumper stops are only about 2" from the axle. Short of adding a complete lift, what is the easiest way to gain some more clearance so my stops won't be hitting the axles? I was thinking about a reverse shackle kit but I don't know if that would do the trick. It could be that my leaf springs are shot.
