tach problems?

Hello,
I installed a factory instrument cluster with a tach today. At idle, the tach reads 4,000 rpm. Also, with the key on (engine not running) the tach reads 2,000 rpm. This is not correct, any ideas??? Car is a 1993 Metro 3 cylinder. I bought it on Ebay and said it was for a 3 cylinder. Is it possible it is for a 4 cylinder?
