electrical short - windshield washers

The car is a 94 caprice. The windshield wipers work fine until you hit the wash button, then the fuse blows imediately. I have checked the column wiring for pinched wires and verified that the problem seems to be forward of the fire wall. I have replaced the washer motor and even unplugging it doesn't solve the problem. Is there a control box for the washers located in the engine compartment?

there is a ground wire that goes from the firewall to the motor.
make sure it is there.
