Lumina start problem

Working on a friends 95 Lumina and it wont start now. New battery and starter in it, but when you turn the key to the start position the dash lights flash and the soliniod sounds like its kicking out in time. Fast flash about 3 times a second. Same thing with both security keys.
Any ideas on what might cause this?
