It's doubtful the two problems are related. I agree with inafogg that the oil leak, if it's coming from a pulley, would be the crankshaft pulley. As he mentions though, without knowing which engine is in your Taurus, it's difficult to guide you to known oil leak sources.
Are you quite certain that the oil isn't leaking from somewhere higher and draining down, then dripping from the area of the crankshaft pulley since it's at the lowest point (pulley-wise) of the engine? There are dye leak detection kits that could greatly aid in determining the source of the oil leak.
As for the headlights, have you checked the fuses for the lights? Do any of the lights work when you turn the headlights on such as the parking lights or interior instrumentation lights?

headlights... can you flash your brights? I currently have a problem where once i na while my headlights stop working, my brights stop working and all i can do is flash my brights. Some times the lights work, sometimes the brights work, some times they both work. My problem, as I understand is the multifunction switch(turn signal switch) I have a 98 taurus LX though, so Im not sure if yours would have the same problem. Anyway, to replace it go to Autozone. Its 72 bucks there, while every other store seems to cost 85 to 190. Used can cost anywhere from 30 bucks to 80 bucks. For those prices I would go with a new one.
