Scanner / Decoder Question

I need to buy a scanner/decoder that has OBD I and OBD II capabilities. Also, I would like to be able to get realtime driveability data as well for both OBD I and OBD II. Would rather not spend more than 300 bucks.

I've researched what I could, but I'm not well versed enough in name brands to just got out and buy one.

Would somebody point me in the right direction?
