1997 gmc ignition harnness

i have a 1997 that has the white wire in the harnness that is not getting power out of it. when this happens rpm gauge will not work same with speedo
spits out there codes for the trasmission. all i need to know is what tool is needed to get the little bolt off that is holding the black wire box under the key switch and where can i get one
