Grand Caravan Power Side Door does not open when cold

2001 Grand Caravan and power side door (passenger side). The door would not open sometimes especially when it is cold out however, most times once it is open it would close OK via the button. However, if really cold it does neither - open or close. THen the door died all together and we had the motor replaced and it worked OK for a little while now again the same thing - the door works poorly when it is cold out. Too me seems like an electrical issue? WHat say you?

I found a TSB (TSB no. is 23-004-03) which describes my exact issue though does not mention occurring in cold weather. But my Power sliding door when you hit the key fob or inside button unlocks and opens a tiny bit and stops but if you push it open all the way it always works to go close by the buttons. This is exactly what the TSB says but it is for 2002-2006 minivans so my Dodge dealer says it will not help and refuses to follow it or try it.
