99 silverado tranny trouble

Changed the fluid and filter in this truck yesterday. Truck was shifting a little bit slow prior to change but nothing serious. After change, tranny will not downshift after 45mph in 3rd. or OD any ideas??? Can it be driven safely to run down parts at 45mph or under??
