what's this on my speedometer? 87 Caprice

What's this thing on the speedometer do? Looks like it has two light bulbs where it bolts on the back of the speedo. Haven't pulled my old speedo out yet so not sure if it has this on the back or not? Just took my 383 stroker/700r4 combo around the block for the first time and everythings great so it's time to throw in the police speedo. I reset the mileage to 0000000 which turned out easier than I thought it might be.

The cyan colored thing, yes. The three wires tie into the speedometer at the vehicle speed sensor, which I assumed he was talking about.

Nonetheless, it's a part of the VSS circuit.
