'91 Starter Enable Relay Location

The GM TSB on the intermittent start issue with my '91 Regency Elite states that you must replace the starter enable relay (anti-theft) and do some basic rewiring to fix the problem. I've done my dilligence. The glove box is out, the dash undertray is removed, I've bent myself in positions a 47yo man should not bend, and cussed sufficiently to bring myself to this forum and ask...

Where is the starter enable relay located under the dash of a '91 Olds Regency Elite?

The replacement part is a small 1x1 relay box with a mounting tab w/hole for a bolt, and 4 male electrical connections in the bottom. I'm assuming the existing part I'm searching for is like it, but maybe that's a rash assumption. I know it's not the 'relay' on the top of the starter, so focus on under the dash or on the firewall and do your best to remember if you've seen this device.

It is hidden deep in the dash, driver’s side, behind the instrument cluster. Better to pull IC panel than trying to get to it from underneath!

Thanks. I actually saw it over the weekend and took the IC out to see if I could get to it, but found the framing behind the IC and reached a general point of fatigue that said all I'll do is mess something up if I continued. I'll try next weekend to figure out how to get the frame out from behind the IC and see where it goes from there.
