99 Neon wont start

Hi i have 1999 dodge neon coupe. the car sat for about 3 weeks and yesterday when i tried to start the car it wouldnt start i jumped it and nothing happend. i went and bought a new battery put the battery in and it still wont start it dosent want to crank on. Please some help

We need to know more info. How much of the process of starting is taking place
1. does the starter turn the engine over at the normal cranking speed?
2. if it does, will the engine cough and sputter at all?
If so, there is a schrader valve on the fuel rail. Take the cap off and push in on the pin with a nail. Stand to one side, and fuel should squirt out. Normal fuel pressure is 49 psi. If the engine is turning and sounds normal, the unuhunuhunuhun sound, then you have compression and fuel at least to the injectors. So check for spark. Pull off a plug wire, put a nail into the end of the plug, so the end of the nail is about 1/4" from the metal of the cam cover, and see if there is a spark when cranking.
3. If you turn the key and the engine doesnt turn, or turns very slowly - that could be a worn out starter (brushes worn down) or just a bad connection between the battery posts and the battery cables. Or between the negative battery cable and wherever.
to check for good battery connections, try turning the starter on with the door open. Keep an eye on the dome light. It should only dim a tiny amount. that will indicate your battery and its connections are sound.
Sometimes shaking the shifter can let the neutral safety switch work. If its a standard tranny, depress the clutch and wiggle the shift lever too.
