95 Lincoln continental will not start!

I have a 95 lincoln continental. we replaced the fuel pump & fuel filter because it wouldnt start. (car sat for a few years cuz my father in law didnt want to replace the air ride in it again so he gave it to us).
also the fuel pump shutoff is not tripped.
Its not getting any power to the fuel pump, you cant hear it when trying to start it. it cranks but is still not getting any fuel in filter or lines. if someone has any suggestions PLEASE PLEASE help!:banghead:

Check power conditions at the fuel pump relay.

Fuel Pump Relay; Removal and Installation

1. Disconnect battery ground cable.

2. Locate fuel pump relay, located in the engine compartment power distribution box, and remove fuel pump relay.

3. To install, reverse Removal procedure.
