Help with engine timing on 99 Rodeo 2.2

Hey all
Almost have the Rodeo back where it was but need help with engine timing. (What was so wrong with timing lights and turning the distributer?) It starts but runs real rough and can't be driven. I tried a few different things. I lined up the cam pulley marks -driver's side cam where it says "Exhaust" and passenger side doesn't say anything- but the mark on the crankshaft pulley doesn't line up. Then, I tried lining up the crank mark- which threw off the cams- still runs bad. Book says all three should line up but they don't. Tried a compression tester but it didn't work right. I just don't get it. Should the drivers side cam pulley be lined up to the "Intake" mark? Any ideas? Thanks.
