99 Regal Front Struts

I have been reading, and I see that the front's are easy to change on the older Regals (early 90's). Are they just as easy on the newer ones like mine, or more of a chore?

It depends on what the meaning of easy is. Other than having to remove the complete strut assembly and then use a strut coil spring compressor to replace the strut not too bad of a DIY job. A wheel alignment should be performed afterwards.
Also, depending on your mileage you should consider replacing the upper strut mount and load bearing.
