95 Neon - Electrical Problem

Well just picked up a 95 neon.
The car has been sitting here in wisconsin and has moved since April of 07.

I placed a brand new battery in it cleaned ends off which were not bad to begin with. But when turning the key to enguage the starter there is nothing. Dead silence....
Not a relay click or anything. This is a manual single over head cam 2.0L.

What does work.

Headlights.
Heater fan when key is turned foward.
Horn
Rear defrost when key is foward
blinkers work when key is foward
However there are some items that dont work.

Radio absolutly no power
Wipers do not work as well
Cig lighter but that could be dead anyways.Any sudjestions would be great. I will say i have all the lights on heater etc.. and try turning key foward not even the lights will dim or anything. Im sure there something simple im missing. I've tested the nueutral saftey on the clutch and even jumped it. There must be something else simple that is lacking the power to that, wipers and radio.

Update. I did run through volt meter on fuses starting under the hood. Power is to everything there. Inside the door jam however Im lacking ignition, radio, and a few other but have power to rest.

Any Sudjestions would be great.

Alright im pretty determined that i have a bad ground somewhere in the dash. Would anyone have a wiring diagram behind the fusebox inside the car?

OK Found and fixed the problem....

Under the relay/fuse bux under the hood. If you pop the bottom cover of that fuse box and theres a RED wire that leads out in cluster of wires back into the dash. Well along that cluster there was wear on that wire and that section ended up corroding away.

Simple cut/solder/shrink tube and I had power back in the dash again.
