The windsheild wipers and the heater/ac Dont work. it did before but then it stopped for good. One time it wouldnt work and I shut off the car right away and started it and they worked, could this be fuse or the wiring?

Maybe someone with a wiring schematic handy can tell you for sure what the problem is, but I would say you are on track by checking fuses.
Do turn signals work? Lights and high beams?
The problem may also be in the multi-function switch.

I have Ford's TSP and nothing is really screaming at me, ok, I haven't seen anything that ties the two together especially, short of the ignition switch. I would anticipate other things to be affected if it is the IgnSw, but I haven't found the pin outs to see if they are on the same terminal. Looking at the inside fuses, try the Rear wiper fuse - 10A, upper left. It controls AC relays, but not front wipers. Then there are the obvious Wiper and Heater fuses. If you are not having problems with anything else, only the ac has a fuse by itself in the main fuse box underhood. The main AC relay is located on the firewall at the back of the engine compartment on the left side, paired with another relay with the main ac one on the left. There is a relay for the wipers under the dash near the fuse panel. It appears to be the backmost of a cluster of several relays mounted on a bracket, ordered on the left side horn, signal/hazard, parking lamp, and wipers. On the right is headlights and power door locks. Does everything else on the signal switch stick work?

We had a 94 mustang in the shop one time that the heater fan was not working and the wire at the back of the fuse box was burned off.
May want to look at the back of the fuse box.
