Issue w/Turn Signal

I've tried doing a search but I keep getting an error.
The left turn signal on my '98 JGC has been acting funny recently. When engaged, the bulb will flash on the outside, but the indicator on the dash remains illuminated (instead of blinking). Also, when the turn signal is not engaged, the left indicator on the dash will sometimes be illuminated.
I'm not sure if it's just the bulb near the headlight going bad, or maybe the bulb behind the dash?

My best guess is a short in the instrument cluster. The signal lamp works properly, and what you see on the dash is wrong. Dig into the cluster.
