and in what other states are they illegal

You can have them on while parked in a parking lot. You CANNOT have them on while driving on the roads in NY legally. I still see some people doing it, but there asking for a ticket. NY is a bastard state i'll tell ya that much when it comes to modified cars. Get to know someone who does inspections, it will make your life easier ;)

I'm pretty sure the rule applies for all states.

They're illigal here in California too, any neon for that matter. I got a ticket for a neon licence plate ring a few years back.

they are illegal in ny and nj. quite a few of my friends got pulled over for it in nji don't believe they're illegal in fl though. i see people driving with them on all the time around here. they could be, but i've never seen anyone pulled over for it. i think they're only illegal if they're red or white.
