You will have to pull the instrument panel to see what the problem is. There are plenty of shops that can repair the VDO gauges in that car, or you can even order the parts yourself after you open it and see what's up. A google search on VDO Gauge Repair will get you started in the right direction.
I found the link at http://www.instrumentclusters.com/odometer-gear.html to have some helpful tips.
Plan B would be to register the car in another state like Florida that doesn't bother with inspections.

I had that problem. There are three plastic gears inside the speedometer/odometer. Some of the teeth probably broke on one or more of the gears. Check www.odometergears.com (http://www.odometergears.com). They sell the gears and also have instructions on their website on how to replace the gears. I bought a set of three over two years ago and haven't had any problems.

Hi all,
In regards to changing the odometer gears ... will that also affect the speedometer as well?
My 1981 380SL has recently stopped for both the speedometer and the odometer. Perhaps this sounds more like a cable issue?
